The week under review is no doubt one of the busiest of weeks for the Governor of Akwa Ibom State, Pastor Umo Bassey Eno. The workaholic nature in him showed up strongly, as the Governor engaged different groups and individuals on important meetings to move the State forward. These include a number of investors. Some of the activities carried out by the Governor include:-

It is the joy of every State Government to welcome investors into their State. That has been our experience here in Akwa Ibom State, as Governor Umo Eno received very important Companies operating in the Oil & Gas Industry into Akwa Ibom State. They are, Lekoil Nigeria Limited and Seplat Energy both with interest on Drilling activities in Akwa Ibom State. The Governor also received Amalgamated Oil and Gas Company, an existing Company in the State on courtesy visit. This is an indication that Akwa Ibom State is fast becoming an investor’s destination of Choice. With the number of new generation Banks such as Parallex Bank, Premium Trust Bank, others finding their way into Akwa Ibom State, our qualified youth shall no doubt have opportunity for lucrative jobs, as the Governor always advice the investors coming into Akwa Ibom State to visit the recently launched Arise employment portal to recruit qualified personnels to fill in their vacancies. The Governor however promise not to interfere on the choice of their would-be staff through the employment portal, as only qualified Staff should be hired to fill in the vacancies. The Governor has offered to provide an enabling environment for the Companies coming into the State to thrive, while encouraging them to maintain a healthy relationship with their host communities.

Also, the Governor embarked on the Flag-off of another audacious project within the week, the Arise Senior Citizens Center, first of its kind in Akwa Ibom State and the brain child of our Late First Lady, Pastor Mrs. Patience Umo Eno. The Senior Citizens Center upon completion would boast of various units working together to ensure that our Senior Citizens are well taken of. That will include Clinic, Recreational center, Restaurant and many more. This goes to show that our First Lady lives on in the heart of those she touched positively while on earth. May the gentle soul of our Matriarch continue to rest on the bossom of Abraham.

♦ON NUJ THANKSGIVING SERVICE

Akwa Ibom State Government set to commence implementation of the new N80,000 minimum wage for verified workers in its employ beginning from January 2025 , with arrears from the effective implementation date of November 2024.

The State Governor, Pastor Umo Eno, made the announcement while speaking at the 2025 Thanksgiving Service of the State Council of Nigeria Union of Journalists (NUJ), at Ikot Ekpene Udo, Nsit Ubium Local Government Area.

The Governor commended the Akwa Ibom State Council of the NUJ for cooperating with his administration as partners in the pursuit of the ARISE Agenda, by maintaining professionalism and patriotism in their reportage.

He admonished those involved in the business of demarketing the State to desist from it, urging them to rather collaborate with the government towards the development of the State.

The Governor particularly lauded the able leadership provided by the current State Council Chairman of the Union in the State, Comrade Amos Etuk, and assured that the State government will fulfill its promise of completing the Union’s Secretariat during his tenure as Chairman, while also announcing the donation of an SUV as official vehicle to the Chairman and a saloon car each to the 10 other members of the State Working Committee of the Union.

“About the issues of my workers, we knew certainly that we will pay workers N80,000 as we promised, but we only said that we should do verification. I have heard that the report has been submitted and will be presented to me on Monday 20th January, 2025.

“Once that report is presented, for those that were verified, we will pay from 1st November, this January. It does not need any letter from anybody. Don’t let anybody deceive you that they are the ones who persuaded us to pay. If you haven’t been verified into the Akwa Ibom State Civil Service, we will not pay you, irrespective of threats of strike action. For those that have been verified, this January, we will pay you from 1st November. That has been our commitment,” the Governor stated.

Recalling his administration’s efforts towards clearing the N97 billion backlog of gratuities and other arrears of entitlements of workers in the State, as well as other expression of goodwill towards Civil Servants in the State, Governor Eno reassured of government’s priority on the welfare of the Akwa Ibom workforce, in keeping with his promises to reciprocate their support towards his emergence as governor.

“We have a pact with Akwa Ibom workers and we are on course. We will work with you and ensure that your welfare is paramount and continues to be paramount, because we know that you’re our backbone. Don’t let anyone mislead you,” he said.

He appealed to all stakeholders to encourage the leaders rather than embarking on destructive criticisms, saying that encouragement and motivation are veritable tools to enhance performance.

Chairman of the Akwa Ibom State Council of the NUJ, Comrade Amos Etuk, in his thanksgiving speech, expressed gratitude of members and leadership of the Union under his watch to God for the special grace to maintain the fourth estate of the realm, amid mounting challenges.
He also thanked Governor Umo for making the work of Journalism easier for them through his media friendly disposition.

The Chairman said Governor Eno is the first sitting Governor to attend the Union’s thanksgiving service, and also the first to attend any NUJ’s event in person since the past 10 years.

Comrade Etuk said the hosting of the 2025 Thanksgiving Service in Ikot Ekpene Udo was the Unions way of honouring the Governor and assured that Journalists in the State will continue to ensure a collaborative working relationship with the Umo Eno-led administration in the State and promote the aspirations of the ARISE Agenda.

♦ON THE PRESENTATION OF THE REPORT ON CIVIL SERVANTS VERIFICATION EXERCISE

Upon successful submission of the report by the Committee on the Implementation of the New Minimum Wage/Personnel Verification, headed by the Head of Service, Elder Effiong Essien, Governor Umo Eno, PhD, authorized the commencement of the payment of the new minimum wage of 80,000 Naira to 45,000 duly verified public service workers, beginning at the end of this month but backdated to November last year, as he had promised.

Receiving the report at Government House, Uyo, Governor Eno thanked the Committee for the great work they did and requested the Committee to extend similar work to the retired workers Pension Schemes.

“Let me thank the Committee for taking the time to deliver on this assignment. As I receive this report today, my understanding is that before now, we had a staff strength of 55,120. Out of that, 52,177 persons turned out for the verification exercise, so we still have an outstanding of 2,943 personnel who did not show up while 6,193 have issues with their verification.

“Having received this report today, I will be signing this off to the Office of the Accountant General, Auditor General, and the Director of Budget to come up with the memo that they are ready to implement.

“For those who have been cleared, about 45,984 of them, we should be ready to pay the minimum wage at the end of this month, effective from November 1, 2024.

“The Civil Service forms a critical mass of employees in our state government. Since we came on board, their welfare has remained a key priority, and we will continue to do so. I believe this will help ameliorate the harsh economic environment we have found ourselves in, and I hope, by the grace of God, slowly, we will find our way out of it very soon.

“For the people who are yet to be verified, we will give another 30 days. After that, we will end the exercise. If they don’t show up within the time specified, we will take it that they are not civil servants, and their salaries will be stopped.

“We want to extend our hand of fellowship to the organized labour in the state and ask them to work with the government, as we all have a responsibility to Akwa Ibom State. We have done a lot to engender good government-labour relations. Since we came on board, we have paid over 47 billion in gratuities from the over 97 billion backlog we met since 2012, as well as several palliatives to the workers and people of Akwa Ibom State.”

The Governor said he has accepted the recommendation of the Committee that the verification exercise should be done on a yearly basis. “I have received your recommendation that this exercise should be done on a yearly basis, and I think we will do so.

“Another area we will run verification is the pension payments. If what we uncovered can happen with serving personnel, then you can imagine what may be happening where people have unfortunately passed and are still being paid. We need to quickly carry out the verification exercise in that area too. So I am not dissolving the Committee now; we will extend the life of the Committee for another month.”

The Implementation Committee on the Minimum Wage was set up by Governor Eno last December to ensure a smooth rollout of the newly announced 80,000 Naira minimum wage. It had as Chairman, the Head of Service; Chairman, Civil Service Commission; Chairman, Local Government Service Commission; Permanent Secretaries; Ministries of Finance; Department of Establishments, Labour, and Manpower Planning; Solicitor General/Permanent Secretary, Ministry of Justice; Permanent Secretary and Accountant General; Permanent Secretary, Local Government Service Commission; Permanent Secretary, Office of the Head of Service; Director of Budget; State Chairman, Joint Public Service Negotiating Council; Secretary, Joint Public Sector Negotiating Council; State Chairmen, Nigerian Labour Congress; and State President, Nigeria Union of Local Government Employees (NULGE).

♦ON COURTESY VISIT BY LEKOIL GAS AND AGRICULTURAL INVESTMENT

Akwa Ibom State Governor, Pastor Umo Eno, said the State will give necessary support to Lekoil Nigeria Ltd in its quest to invest in the State.

Speaking during a courtesy visit to the Governor by the Management of the Company at the Government House, Uyo, on Tuesday 21st January 2025, the Governor said the State is prepared to support the Company, expressing hope that its investment will help in the development of the State and create employment opportunities for her youths.

He informed the team that the State has an employment portal which, according to him, will assist them to access the caliber of staff needed for its operation as they set out to take off in the State.

Governor Eno said the State will equally be interested in one of the subsidiaries of Cambridge Growth partners, the Cambridge Harvest, whose interest is in sustainable and efficient agricultural practices.

He said the State is really interested in Agriculture, which is the lead in the ARISE Agenda, and is willing to maintain partnership that will help actualise the vision of the agenda.

Governor Eno appreciated Lekoil for investing in the State and assured that his government will continue to ensure enabling environment for investors.

Earlier, the Chief Executive Officer of Lekoil, Lekan Akinyanmi, said the visit was to formally introduce the company to the Governor, and to make him aware of its investment interest in the State.

Lekoil, according to him, is an African focused oil and gas exploration and production company, a portfolio company of Cambridge Growth Partners which also has OakGold, Cambridge LNG, Cambridge Energy, Cambridge Harvest, CGP-1 Fund, and Blink Studios.

He said the company has a good development master plan which ensures development of the host community along side its investment.

♦ON COURTESY VISIT BY SEPLAT ENERGY

Akwa Ibom State Governor, Pastor Umo Eno assured that the State will support the Seplat Energy Group in its vision and strategy to “remain Nigeria’s leading independent energy provider.”

Speaking during a courtesy visit to the Governor at the Government House, Uyo, by the Board and Management of Seplat Group, following its successful acquisition of Mobile Producing Nigeria Unlimited (MPNU), he said the government under his leadership, is people-oriented and will support initiatives that will benefit the people of the State.

He said the State has the enabling environment as well as good accomodations of international standard such as the Udom Emmanuel Towers, and called on the oil company to consider acquiring spaces there to enhance its operations.

The Governor said the State has an employment portal which contains details of unemployed youths, and urged Seplat executives to visit the site and harvest the needed man power whenever the need arises.

While recollecting some of his experiences with ExxonMobil, he expressed optimism that, given the calibre of men in the management of Seplat Energy led by Senator Udoma Udo Udoma, the company will soar.

He appreciated the team for the visit, and promised the necessary support to engender success.

In his remark, the Board Chairman of Seplat Energy Group, Senator Udoma said the visit was to formally inform the Governor that Seplat Energy Plc has acquired the entire share capital of Mobil Producing Nigeria Unlimited (MPNU) from Exxon Mobil Corporation, Delaware (“ExxonMobil”).

He noted that Seplat Energy is aware that MPNU operations has significant activities in Akwa Ibom State hence the visit to officially inform the Governor of the development and to seek support and cooperation in ensuring a seamless transition from ExxonMobil to Seplat Energy Plc.

The Board Chairman said the SEPNU operations will be focused on ensuring safe operations, reopening shut-in wells, increasing production, embarking on an extensive drilling campaign, and unlocking the enormous gas reserves in these fields.

He also said that SEPNU will seek to build a strong and mutually-beneficial relationship with the Akwa Ibom State Government and the communities within which they operate, as well as other stakeholders.

♦ON THE ARISE ELDER CITIZENS CENTER

Akwa Ibom State Governor, Pastor Umo Eno, said his administration will flag off 31 projects before May 2025.

The Governor made this known at the foundation laying ceremony of the ARISE Senior Citizens Centre, located in Itak, Ikono Local Government Area.

Some of the projects, he said, will include the Command and Control Center, Akwa Ibom Broadcasting Corporation House, General Hospital Ibiono Ibom, Uyo Convention Center, International Market, Ikot Ekpene, ARISE Renal Medical/Dialysis Centre, Ibom Hotel, Abuja, and the Medical Village.

He said the Senior Citizens Centre is one of the facilities that would be located along the medical corridor between the Ibom Specialist Hospital and Four Point by Sheraton Hotel, adding that the event was not only the foundation laying ceremony for the Centre, but the commencement of the fencing of the entire site of facilities that will be along the corridor and the construction of complimentary access roads.

Governor Eno said the Senior Citizens Centre is the brain child of his wife, Pastor Patience Umo Eno, who was very concerned about the elderly and desired to have a place where they can access some personalized services.

He noted that Pastor Patience had worked with Dr. Itawan James, to develop a design for the Senior Citizens Center, and therefore, appointed Dr. Itawan as the Delivery Advisor for the project to ensure due compliance.

He said government was working towards making the Specialist Hospital a stand- alone hospital, and a quaternary hospital to truly reflect the yearnings and aspirations of its vissioners.

The Governor said with the medical corridor comprising the Specialist Hospital, Four Point by Sheraton Hotel, the Medical Village, and Ibom Air, as well as the peace and serenity in the State, Akwa Ibom State will further advance its status as the tourists destination of choice.

He said the government under his leadership is determined to sustain inclusivity by maintaining the peaceful working relationship he has with President Bola Tinubu, Senate President, Godswill Akpabio and others across party lines, and urged political jobbers to desist from their mischief, as the Akwa Ibom project was greater than any party affiliation.

Governor Eno appreciated the people of Ikono and Ibiono Ibom Local Government Areas for collaborating with and supporting his administration, and especially for the expanse of land made available for the medical corridor, which, according to him, will help in advancing the successful stories of his campaign promises, and the ARISE Agenda.

In his remarks, the member representing Ikono and Ini Federal Constituency, Hon. Emmanuel Ukpong Udo appreciated the Governor for his impactful development footprints in Ikono and Ibiono Ibom, adding that despite the nature of the 2023 Governorship election, the Governor has remained magnanimous in victory.

Hon. Ukpong Udo though not a member of the Peoples Democratic Party, assured everyone that given the Governor’s inclusive leadership and impactful strides, the people of his constituency will massively support Governor Eno in 2027 general election.

On his part, the member representing Ikono State Constituency, Hon. Asuquo Nana appreciated the Governor for the different projects located in Ikono, and assured that Ikono will continue to support the Umo Eno-led administration and reciprocate the gesture in 2027.

In their separate remarks the Chairman of Ikono and Ibiono Ibom Local Government Areas, Hon. Oto-Obong Essien and Hon. Asuakak Umoh appreciated the Governor for the different projects located in the two local government areas including the ring road, Grace Estate, Use Ikot Amama Road, and the Senior Citizens Center, and assured him of their continuous support.

Also speaking, Mkpisong Ememobong Essien, and Barr Emmanuel Archibong of the Akwa Ibom Elders Citizens Assembly, as well as the Paramount Ruler of Ibiono, HRM Okuku (Dr.) Ime Udousoro Inyang, appreciated the Governor for keeping to his campaign promises, especially for the payment of backlog of gratuities and implementing worthwhile pro-life initiatives for the elderly.

Giving an overview of the project, and a note of commitment, the newly appointed Delivery Advisor for the project, Dr. James and Ukeme Eyo of U&K Limited respectively, said the facility was not just a structure but an architectural masterpiece with befitting medical, recreational, and other facilities that will not only delight the senior citizens but will enable them age gracefully.

♦ON THE ROTARY DISTRICT 9142 ASSEMBLY

Akwa Ibom State Governor, Pastor Umo Eno said the State Government is set to recommence the construction of the Uyo Convention Center located in the state capital

Speaking at the Rotary International District 9142 Mid – Year Assembly, the Governor said the economic development blueprint of his administration, the ARISE Agenda is focused on ensuring the wellbeing and interests of the present and future generations as well as building peace.

In his presentation titled “Peace and Ethical Responsibility,” Governor Eno who was the keynote speaker at the event, said peace is a major catalyst of development adding that he has diligently kept to his electioneering campaign promise to reduce the flaming passion for partisan politics by politicians and replace it with the soothing balm of inclusivity which has made politics only an agent for development.

He said governance under his leadership is run across party lines, adding that Akwa Ibom is seen as an oasis of peace, where leaders across party lines are accorded due respect, and their thoughts on most issues taken seriously, so long as they seek to promote the Akwa Ibom interest.

“Though we are a PDP State, we don’t operate governance based on the ‘winner -takes – it all’ approach. In every major interventions we have made, political label is the not a factor we consider, it has always been a pan-Akwa Ibom mindset-from the distribution of palliatives, to the construction of ARISE Humanitarian Homes, to  grants given to Small and Medium Scale Entrepreneurs (SMEs), to projects executed in local government areas.

“Today, at most State functions, you will see politicians and stakeholders across party lines, embracing each other and celebrating our kindredship and oneness devoid of the zero-sum game machinations.”

He listed some of his development efforts to include; agricultural revolution and food sufficiency, opening up of 57 ARISE Road projects while completing inherited ones, creating a stand-alone Ministry of Internal Security and Waterways and the community-based security outfit – the Ibom Community Watch, to deepen peace and security, establishing primary healthcare facilities across the three senatorial districts, and model primary schools whose standards can be compared to any such facility the world.

He also mentioned the ARISE Park and sustained obligations to Ibom Air including the outright purchase of two CRJ 900 Bombardier aircraft and reception of two Airbus A-200-300 Series, thus bringing the total fleet of the airline to nine, as some of his major achievements.

Also on the unending list of achievements he mentioned were the ARISE Compassionate Homes, the ARISE Elders Initiative, Health Insurance Scheme, training of thousands of youths in marketable and entrepreneurial skills and paying down N47 billion in gratuities from the accumulated backlog since 2012.

The Governor who has been awarded Governor of the Year 2024 by Leadership Newspaper, and also nominated as Governor of the year by other reputable platforms including This Day Newspaper/ Arise News, said, “we have run a government predicated on transparency, integrity and these all align with Rotary’s Four Way Test.

“We came to serve our people, with passion, fairness, and with the pledge to leave the State better than we met it. This we are dedicated to achieving under peaceful, inclusive and ethical atmosphere,” he added.

Governor Eno, himself a Paul Harris Fellow of Rotary International, appreciated the District Governor and members of Rotary International District 9142 for inviting him as keynote speaker, and urged members to stay true to the ideals and foundational principles of the body by promoting love and understanding rather than dabbling into areas that portend division and alienation.

In his remarks, the District Governor, Professor Nkemdili Nnonyeleu appreciated the Governor for honouring their invitation, and for his impactful leadership in the State, saying that Governor Eno is a true ambassador of Rotary International.

TOWN-HALL MEETING: THE POWER OF DIALOGUE IN THE GOLDEN ERA

Dialogue in general is a process that involves mutual consultations in pursuit of common understanding through active and compassionate listening in order to discover similarities and understand differences in diverse perspective and points of view. The aim of dialogue is to overcome misunderstanding and dispel stereotypes in order to promote mutual understanding. With the giants strides of Governor Umo Eno in the implementation of the lofty programmes encapsulated in the Arise Agenda in all sectors of the State’s economy, there is serious needs for the Constituencies briefing, as it will offer the State Government an opportunity to inform the people about key achievements in different Local Government Areas that made up each Federal Constituency.

During the recently concluded Ministerial Briefing in the State, that held between 16th to 18th December, 2024, Governor Eno unfolded plans for Federal Constituencies tour in the new year on the first day of the Ministerial Briefing. The idea is to have a Town-Hall meeting twice a month across each of the 10 Federal Constituencies in Akwa Ibom State. With the one project per Local Government Area initiative of Governor Umo Eno, of which various Local Government Areas have had such Project completed in phase one, such as Construction of Model Schools and Model Healthcare Centres depending on the choices made by various Local Government Areas, aside the various road construction projects undertaken by this administration in various Local Government Areas. It therefore becomes pertinent for the State Government to embark on such monumental tour of the rural areas in a view to interacting with the beneficiaries of such Projects to have their feedback.

Recall that before the State Government embarked on one project per Local Government programme, critical stakeholders were invited from all the the 31 Local Government Areas for their input on what should be the project need of various Local Government Areas. It was after such meeting and the input from the stakeholders representing each of the Local Government Areas that the State Government kicked started the programme. I also gather from the right source that Local Government Areas who may not have their projects completed is not because of lack of funds to execute such Project, but due to the fact that they could not agree on a certain project they had wanted, and sometimes, where they are able to agree on a project, siting of such project often become a big issue, leading to unnecessary delay in execution of such Project. When we get to such Local Government Areas during the Federal Constituencies tour, I hope the stakeholders from the affected Local Government Areas will be very sincere and bold enough to tell their people the truth about what led to the delay in Project completion in such Local Government Areas.

On the other hand, I can tell you on good authority too that several other Local Government Areas have had their projects completed and even move to the second one. The administration of Pastor Umo Bassey Eno, the Governor of Akwa Ibom State is tilted towards the development of rural communities. The Governor himself have leave no stone unturned in ensuring that development get to the interior parts of our Communities. We are in our golden era of great possibilities. This is one administration that has been able to spread Government Project everywhere in less than two years. The Governor of Akwa Ibom State came prepared to deliver the dividends of democracy to the people of Akwa Ibom State, instead of giving excuses. The Governor believes in results, which is the whole essence of good Governance; putting smiles on the faces of the citizens.

The Town-Hall meeting when carried out, it is believed will offer the State Government an opportunity to understand some perculiar challenges faced by different Local Government Areas, paving a chance for the Government to plan on ways of bringing succour to the people. This is a Government that listens to the yearnings of the people. Democracy itself is Government of the people, for the people and by the people. That is why our compassionate Governor, Pastor Umo Eno places very high premium on people. He is the people’s Governor.

The Town-Hall meeting will not be completed without corresponding empowerment of some businesses in each of the Local Government Area. The modalities of such empowerment for businesses were made very clear. Individuals with an existing businesses, employing up to ten workers and above were advised to upload a 2-Minutes video of their business premises and products to a dedicated link for assessment and selection. Two of such individuals who may have emerged successfully were to be given the sum of Five Million Naira only (#5,000,000.00) to support their businesses. The Governor of Akwa Ibom State is an entrepreneur friendly Governor. Earlier, the Governor has given out 2 Billion Naira grant to traders across the State. He has trained and empowered over 1200 men and women with the sum of Five Hundred Thousand Naira each (500,000.00), through Ibom Leadership and Entrepreneurial Development Center, Ibom-led. About 200 men and women have been admitted at Dakkada Skill Acquisition Centre (DASAC), for a State Government sponsored Programme. The Governor has also deposit 2 Billion Naira in the Bank of Industry (BOI), to be given out to entrepreneurs in the State on single digit interest loan arrangements, just to encourage growth of Small and Medium Scale Enterprises, said to be the engine room of a growing economy such as ours.

The Town-Hall meeting will be an avenue for various persons who may not have such opportunity in the past to meet with their Governor one on one, just like my weekly series “You and Your Governor”. I therefore call on all the indigenes of our dear State, to get ready for this great feast, as the dates, time, and venue shall be Unveiled soon across all the ten Federal Constituencies.
