Governor Umo Eno has delivered 1,048 housing units to beneficiaries across Akwa Ibom State in less than three years, marking one of the most ambitious housing interventions in the state’s recent history.
Through the Cluster Housing Development Programme, the administration has provided homes for civil servants, vulnerable citizens, healthcare workers, aviation personnel, judicial officers, legislators and local government Chairmen. More importantly, these are not proposed projects or future promises. Most of the houses have been completed, allocated and occupied, bringing relief and stability to hundreds of families across the state.
The housing units are spread across several strategic estates and programmes. The ARISE Compassionate Homes initiative accounts for 438 completed units, with 355 already allocated to vulnerable beneficiaries and a target of 500 units. Grace Estate contributes 230 units, while Aviation Village provides 100 units for airport and aviation personnel. Another 100 units have been constructed as Medical Residences within the Medical City for healthcare workers. The administration also delivered 64 units for House of Assembly and Executive Council quarters, 50 units for the Judiciary Quarters, 35 units at Ewet Luxury Garden, 31 residences for Local Government Chairmen and 150 housing units allocated free of charge to civil servants on Grade Levels 1 to 7. Together, these projects bring the total number of completed housing units to 1,048
For the 150 low-income civil servants who received homes free of charge, the programme has been life-changing. Many previously struggled with rent obligations and the challenges of securing decent accommodation on limited incomes. Today, they live in secure homes without the burden of monthly rent payments. The savings can now be redirected towards education, healthcare, family welfare and small-scale investments. By supporting workers at the lower end of the public service, Governor Eno has demonstrated that governance must also uplift those who need assistance the most.
Equally significant are the ARISE Compassionate Homes provided to vulnerable citizens across the state. Beneficiaries include widows, persons with disabilities, elderly citizens and low-income households who previously lived in difficult conditions. These homes provide more than shelter; they offer dignity, security and peace of mind. Families who once faced uncertainty now enjoy the stability of permanent accommodation without the fear of eviction or homelessness. The programme reflects Governor Eno’s commitment to ensuring that development reaches the most vulnerable members of society.
The housing initiative has also strengthened key sectors of the state’s economy and public service. Medical personnel residing within the Medical City enjoy improved living conditions that support productivity and responsiveness in healthcare delivery. Likewise, Aviation Village provides quality accommodation for airport workers, helping to ensure efficient operations at Victor Attah International Airport. By providing housing close to workplaces, the administration has improved convenience, reduced commuting challenges and enhanced service delivery across critical sectors.
Beyond individual beneficiaries, the programme has contributed significantly to addressing Akwa Ibom’s housing deficit. Thousands of residents have benefited either directly or indirectly from the initiative, reducing pressure on the housing market and helping to moderate accommodation costs. Families that once struggled with rising rents and inadequate housing options now have access to affordable and secure homes. The programme demonstrates that government can play a meaningful role in expanding access to decent housing while improving living standards.
The economic benefits extend far beyond the housing units. Construction activities generated employment for artisans, engineers, suppliers, contractors and labourers throughout the building phase. As the estates become fully occupied, additional economic activities emerge through maintenance services, utilities, retail businesses and household spending. Families with reduced housing costs have more disposable income to invest in education, healthcare and entrepreneurship, creating positive ripple effects throughout the economy.
From a broader development perspective, the Cluster Housing Development Programme exemplifies Governor Eno’s commitment to delivering projects that address real societal needs. Rather than focusing on a single category of beneficiaries, the administration developed a comprehensive housing strategy that serves multiple groups across the state. This inclusive approach demonstrates a clear understanding that housing challenges affect different segments of society and require targeted solutions.

The administration is also building on its achievements. Plans have already been unveiled for an additional 150 townhouse units along the reclaimed and refilled Uyo Village Road corridor. Upon completion, the total number of housing units delivered and underway will exceed 1,198. This expansion underscores Governor Eno’s determination to sustain momentum and ensure that more citizens benefit from the state’s housing initiatives.
